MockResponseTestStep Start Step Setting not working

According to the user guide leaving the start step of a MockResponseTestStep empty the TestStep will start listening when the step is executed. To me it seems that no matter what start step I choose the MockResponseTestStep always starts listening at the beginning of the test case.

is there a workaround? i also tried to manipulate the start step by script. but no success.
