looking for help to push picture with soap UI

Hi all,

A simple question, how can we push picture with soap UI ?
We have a 'push picture web service' as below : -

<open:fileBase64Data>?</open:fileBase64Data>

How is the picture (JPEG) being translated into fileBase64Data?
Is there any other way or better approach on how we should implement the web service to push a picture?
