Is there a way to include unencoded double quotes in a URL query string?

Is there a way to include unencoded double quotes in a URL query string? Is there some kind of escape character I can use? I've tried using parameter tamplates but they won't allow it the query string is just left blank.

    Can you please show the sample url how do you need or screen shot?

      As you can see, the parameters are left out of the request when quotes are included.Soupscreenshot1.pngSoupscreenshot2.png
