Error Loading WSDL

I received the following error upon attempting to load the WSDL

java.lang.Exception: Failed to load url;

I was able to load it just fine in Chrome.

I have seen other threads that have asked the same question but I have tried the advice given there but cannot get it to load. Are there any new ideas?
