Basic question on installing the "non installer" version

Question

For reasons that are too long to explain, at my office I'm being forced to perform an installation (on Windows XP) of the "non-installer" distribution; i.e. soapui-4.0.1-windows-bin.zip. Of course, it's easy enough to unzip this file, place it into a valid directory structure, etc. But after doing so, I can't start soapUI. In fact, it seems to be missing some basic components.

Elsewhere, I've installed the installer-distribution (i.e. soapUI-x32-4_0_1.exe) version and everything works just fine. What do I need to add in order to properly install the "non-installer" distribution?
