Is there any difference between the different tiers of Zephyr Cloud?

My company has used Zephyr cloud in the past, and now that our QA department has split into two different processes, we only use half of the users we used to.

We were wondering if we downgrade our subscription if we would only be losing total number of users, or if we would also be losing some functionality of the program as well.
