There should be some anti-flood limits but they should not be interfering with any normal community workflow.
Did you face an unexpected limitation with PMs? Do let me know and I will investigate further.

Yes, few weeks back i faced this issue, when i was sending PM to someone, a popup appears for daily limit as below:
You have reached maximum number of Messages for today.
