Justify Checklist Items and close review

It would be great if a checklist item could have three states and a comment

(instead of the two NotChecked/Checked)

As we have checklists where you want to "justify" that this does not apply to this particular review.

So ideally would be each checklist item can be:

• Not Checked
• Checked (comment is optional)
• Justified (comment ist mandatory - but review can be finished)
