Cannot manually execute the test steps in a BDD scenario or scenario outline

In Zephyr Squad I'm trying to manually execute the test steps in a BDD scenario or scenario outline and I cannot. The individual steps stay at 'unexecuted' however I can change the overall test execution status for the scenario.
