Error editing specific test cases in a project

I have a project set up with Zephyr test cases, and certain users are not able to edit the test steps on certain of the test cases but are able to edit the test steps on other test cases.

I've verified that they have the correct project permissions to edit issues in the permission scheme. I've confirmed this as they are able to edit the test steps of some of the test cases, as well as the description of all of them. But they get a permission error to edit the test steps of specific test cases.

Has anyone encountered this, if so how did you solve it?

My current work around is to clone the issues so that users are able to edit the new issue
