Zephyr functions similar to JIRA - notifications and tagging
Does the Zephyr server version have the capability to :
a.) tag people in comments on the test case and have them notified on e-mail (the way JIRA does)
b.) add people as watchers to test cases (as JIRA does)

short answer: No, Zephyr Scale does not support this.
I found an existing idea in the ideas portal for the @ - mention feature. Go ahead and vote for it, to maybe get it done at some point.

I did not find one for the watcher feature, so you could raise an idea in the portal for that.
