There is no official option to migrate test cycle data from Cloud to Server/DC. As Atlassian is pushing customers to use their Cloud apps instead, there'll be an option to migrate from Server/DC to Cloud.
You can always raise a feature request in the Ideas Portal: Zephyr Scale Cloud Ideas
