use a different IDE

Is there any way to use a different IDE under the hood in TestComplete? I like the TestComplete layout and lots of its features but would like to use say PyCharm as my IDE as it has better python...

You can use TestComplete builtin python interpreter in your IDE (I did it with Eclipse), however you are not able to use specific TestComplete project items like Aliases, Stores, Variables etc.
