I've read through about the link that is about preparing cloud environment for automated testing. I saw that it mentioned 'Applies to: TestComplete 8.20-10'. Is this applies to v12 as well?

There is nothing that I can see in that article that is specifically version specific. Most of it has to do with setting up VM's in the Amazon cloud which is pretty universal stuff and not really specific to TestComplete. The only thing TestComplete related has to do with the licensing and that's not version specific. So, unofficially (I'm not a SmartBear employee), I would say this applies to version 12 as well.

As far as I remember the article, it should be applicable for TC12 as well.
If you have access to some Amazon instance, you may try the steps from the article and let us know the result. And ask Support to update the article to indicate that it works for TC12 as well.
I'm not sure about the cloud testing articles, but could you change your subject line to not be all caps? That's considered to be shouting and you're hurting our ears. ;)
