How to install the PDA plug in in Test complete?

You need to enable all "PDA*" and "WinCE Controls Support Plug-in" plug-ins in the Extensions dialog (see the "Extensions Dialog" help topic).

If you do not have these plug-ins in the list, most likely, they were not installed during the installation of TC. This could happen if MS Active Sync (WinXP) or MS Mobile Device Center (WinVista, WinSeven) was not installed on your machine during the installation of TC. If this is the case, remove TC, install the corresponding MS tool (Active Sync or Mobile Device Center) and install TC anew (make sure that the PDA Support extension is checked when TC offers you to choose extensions to be installed).

BTW, support for PDA devices is available only in the Enterprise edition (the Standard edition does not include PDA support).
