what is the correct way for floating license activation for testcomplete

Hello guys,

I have installed standalone license manager utility on a physical machine and activated the license using that utility.

but I have also seen below link but not used this for license activation-

according to this link we have to upload a file.I am confused about this file.I am not sure if there is a difference between activating the license using this link and license manager utility.

I think I am missing some step.please guide.
