we use multiple projects in one Project Suite. I want to write an event that accesses each project at any time, but I can only create one event for each project. Is there a way to create events for suites?

Adding Events only comes up as an option in a Project, not in a Project Suite. Project Suites are really just for organizing Projects, not for doing the test work.

As Marsha wrote, events are per-project entities.
But event handling routine that is assigned to the event can be shared between different projects.
