I have test complete License on desktop and i am able to access the license in my laptop when I am connected to LAN.But when I am working from home the same license is not accessible over VPN.Is it possible for me to connect to the License without going to office?

There might be a difference in networking addresses using the VPN, compared to being on-site.
I assume you can ping the license server (your desktop)? if no, troubleshoot network connectivity.
If you can ping the server, then the problem might be the network port that the license software uses. The port could be blocked on the desktop firewall or inside the VPN. Talk to your IT about ports.
