We have the TestExecute Set up on Virtual Machine. The Operating system on Virtual machine is Window Server 2012R2. We are trying the set up the IE browser for running the automated tests. IE browser version is 11.

The option you're looking for is not a required option for setting up IE for use with TestComplete/TestExecute. All that does is turn of the dialog prompting to set IE as the default browser.
In Windows 2012 R2, if you want to do this, you need to go to Control Panel -> Programs -> Default Programs and make the settings changes there.
