You need to make sure that tunnel.log is not currently open from some other process. It is an access error. Do you have it open in notepad or some other application?
No it is not opened in notepad.
some other application . ? how can we check ? is there any command to check ?
Not that I know of... you just need to make sure it's not currently in use by something.

Try Process Explorer from https://docs.microsoft.com/en-us/sysinternals/downloads/process-explorer
I did not try process explorer . Support team asked can i reproduce the issue in stable manner, which is not possible as such error happens randomly.
The only option I have left is to reboot the machine.
Next time if this error happens again I will go to the process explorer and check if we can see that process
