Solved.

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\TabProcGrowth set to 0 is causing that issue.

I recommend checking the browser setup per the link below for each user login. I believe that IE defaults settings for each computer user profile.

Solved.
