Are you able to attach your project or send your project using a support ticket to try to reproduce?
Where there any changes to the project file recently?
Based off the error message Caused by: java.io.CharConversionException: Malformed UTF-8 character: 0xe2 0x80 0x3f there seems to be something wrong with the project file such as a garbage character. You can try to examine it in an editor to see if there is something unusual.
