Socket error on REST service test

I'm testing a https REST service and am getting this error:

Thu Jun 22 09:26:02 CDT 2017:ERROR:java.net.SocketException: Software caused connection abort: recv failed

I've verified that the server and service are running, I can hit it from Fiddler and the browser and can Telnet in on port 443.
