Soap mock response init could trigger web service execution?

I am testing webservice. This webservice calls two another webservices. To test in SoapUI I have created two mock responses and assertions. There is a problem executing the webservice under test, because soap mock response not loaded in time. Could two soap mock responses' initializing trigger the web service execution?
