Can we create Soap virt without a wsdl ?
We are going to be developing the service and the consuming application in parallel.
If we can do above, then the consuming application development can begin without any dependency on service team.

If you don't have a WSDL, you can create a REST API and an HTTP API without a descriptor. ServiceV can easily do this - http://readyapi.smartbear.com/servicev/start
So you can match incoming requests to an HTTP resource and in licensed ServiceV Pro version you can match incoming parameters to a soap action passed in HTTP header - http://readyapi.smartbear.com/servicev/virting/dispatch/type/parameter/start
