Prerequisites for a test set?

Is it possible to set up a 'Prerequisite' run prior to running a test set? Would I be using the Configure feature? 

In our application we have a very dynamic workflow, in order to test certain aspects of the application, certain fields need to be trigger via either the appconfig or the database. 

I would like to see some what of a Prerequisite field before starting any tests. Like; "Confirm X Y and Z are toggled on before starting the test." I don't want this to be a test itself, because setting up the environment could take time, and the measurement of time varies depending on what state the environment is in.

It could take you 5min the first time and 1 min the second.
