Upload Failed

I experience the problem in my Excel. It is not opening.
Saying: Upload Failed

The following were done to troubleshoot:

• Control panel - Programs and features - Microsoft office professional 2016 -  Change - Repair. 
• Updating Office 2016

Any of the above mentioned resolution did not work.
I would be grateful for solutions and suggestions proferred.
