Unable to approve changes

I have a code review I'm a Reviewer on today, and there are a number of files where the "Overall" approval button is grayed out, with the following tooltip:

"The revision selected in the After pane predates revision selected in the Before pane"

This is on any comparison (and there is only one change commit).  What's going on here?

    A co-worker gave me a workaround for this issue:

    1) Go to Expert Mode

    2) Manually select the before and after versions

    The approval button then becomes available.

    But this must be done on each file, which in a large code review becomes a real headache.
