Iam not able to access the JSON API Web Service as per the documentation at
http://support.smartbear.com/viewarticle/66640/
when i enter the similar URL for my COllaborator server it says service not avaialble.
Do i need to enable it somewhere before starting to use it.

Are you using Collaborator 9.0 or newer? It was introduced in version 9, and is always on. It's the same communication mechanism that is used by our newer GUI and command line clients.
