You may need to discuss that with whomever has set up your test machine then, if you have restricted access to that machine. An administrator should be able to give you the necessary access to that file, or if they cannot/will not, make the appropriate edits for you.

Our security prohibits write access for users to c: / programs. There are too many users to manually change the settings for all. That's why I'm looking for a different solution. Every user has a home directory in the local network. I want to place the file there.

As far as I am aware, you will not be able to change the location of the vmoptions file. But, after digging a little bit, you may not need to. In that same folder should be a file called "ready-api.bat" that you should be able to copy out to a different folder. This file lets you do the same customizations as the vmoptions file, but will launch ReadyAPI with those settins versus the vmoptions file. It's a little more hands on and a little bit different, but that should work.
Alternatively, you could open a feature request for a way to move the vmoptions file.
