We are facing the same issue. The API was working until yesterday but is no longer functioning. We are reaching out to Jira support for assistance.

Currently I'm experiencing issues with my API calls
https://prod-api.zephyr4jiracloud.com/connect/public/rest/api/1.0/teststep or
https://prod-api.zephyr4jiracloud.com/connect/public/rest/api/2.0/teststep
we are using these endpoints with the parameters needed, and the only response I got is:
Access forbidden since Zephyr Squad add-on is not active. Current add-on status is HOST_UNREACHABLE
When it was working fine last week, is any of you still having issues with API calls? All I see is this:

In my case, my API calls straight up fail, even though the status page claims only degraded performance
Jira Software Automation for Jira > Degraded Performance
Zephyr Squad Cloud Status +1
all the QAs in my company are not able to use Zephyr. Sent support ticket but no response yet. :(
