Will I be able to deactivate a node locked license on one computer and install it back on another new computer?

Yes, this is possible.
After deactivation of the current license, you need to visit your Customer Portal (my.smartbear.com), generate a new license and apply it.
If I remember it right, self-supported license transfer is possible up to five times. After that you will need to contact Sales.
