Yes, I'm very familiar with Process Explorer and dumps. However, it seems that you have a bug that *really* doesn't want to be found, lol.
I got your message post on my mobile, so I came in this morning and the first thing I did was launch TestComplete and Process Explorer (as I already use it) and to my surprise TC launched quickly, fully, and asked for registration info...!
Nothing has changed on this machine and I haven't even been using it but for email and web access while this problem has been occurring, and the up time is more than 7 days 18 hours. So really nothing significant changed from when I tried launched it again yesterday morning and now. Should this occur again I'll submit a dump but it seems to be mysteriously fixed for the time being. Ugh...
